Looking for a flashmob for a Birthday party in April 2017

I am a tourism board and I want to do a tourism promotion in New York city with a flashmob.. Maybe something with 10 to 20 people. We will be having a billboard in New York City so we would want it to happen in that area. Do you organize Permits etc. There would be some light costume involved...it will be fun and amazing.

We have talked about getting married several times even joking proposed but I would like to make it real.
