CPO Business Compensation

We are looking for a Chartered Accountant with appropriate experience, knowledge and skills to undertake this work. You should set out briefly how you meet this criteria. We need the professional to critically examine a business valuation claim made under a pre-CPO (compulsory purchase order) process for compensation for the business on the basis of a total extinguishment. We need comments on the appropriations of the business claiming total extinguishment. Although it is likely that total extinguishment will be accepted, we still need information from the claimant that they have good reasons for demanding this with evidence and this should be borne in mind and commented upon. This work is for a niche property consultancy who is providing support to a Local Authority on CPO matters as part of a regeneration scheme for the area which involves acquisition, development and infrastructure provision. Further work may follow with local authorities for regeneration purposes and valuations will be for small to medium sized businesses such as local Newsagents, pharmacies and take aways. Each case will be subject of a separate quote from you in due course. The work tasks required on this case include the follows: •Providing support for the assessment of the goodwill of the business on the basis of a total extinguishment claim. •Providing advice and written assessment of the accounts and claim submitted •Providing market evidence specifically on the multiplier used by the claimant, and what the appropriate multiplier should be. This will be used in negotiations so needs to be robust. •Provide comparable evidence of similar businesses •Support with the negotiations and recommendation of the level of the claim that should be approved.
