Basically I need and app on both android and iphone bluetooth that will capture the devices current location from gps and any nearby bluetooth devices (both standard and low energy) and sends the time, gps location and mac address of the bluetooth to a cloud server (api yet to be provided). The app should keep the details of the last x bluetooth devices it encountered and if it encounters a bluetooth device again and the gps location has change by more than 10 meters then it should send the new details to the cloud server. If the android or IOS device looses connection to the net then it should store and forward the information when the device connects.
