Need a program that will make API calls every minute to a DB, The response will contain a phone number and a text message . A call to be made through a CISCO device to the phone number. Once connected the text message should be converted to speech and played in the call. Alternatively we can also provide a media file instead of the text to speech function. The media file has to be played. After the call is completed, the status of the call ( connected, rejected etc) to be communicated back to the DB through an API

Hello, It is better to use media files instead of Text-To-Speech engine. Different TTS engines produce different quality but it is better to use Google or Microsoft TTS engines. They are really good but my bid includes solution that you are required with Media files not TTS. If you want TTS then cost would be a bit higher.
