Write library for Landis+Gyr energy meter reading and parammeter setting

We want to remotely read some Landis+Gyr energy meters by GSM (serial wireless link) or locally with serial communication.

For this we need a library that can communicate with those counters, both for reading measured data and for meter parameters setting.

The exact model of Landis+Gyr that we have is [url removed, login to view] S2 B214 and it has a communication unit (CU) model CU-G4.

We attached:

- technical sheet for the meter => its functions arise from the codification that is described in the attached pdf file (D000030106-Z.D400AT-CT_Technical [url removed, login to view]), on page 8

- technical sheet of the communication unit (CU) => owur counter has a CU-G4 (unfortunatelly we do not have a technical sheet for this particular type of CU, but it has a GSM communication port)

As specified in the meter's technical sheet, for comunication it uses the standard iec62056-21 that we also attached.
