Create a non stoppable Windows driver framework

I need a non WDM driver framework that will not accept service stop commands (sc stop driver name), but it will go down when the system shuts down. The driver will accept the stop command (for non shutdown) only when the controller app sends a request to tell it, it can stop. The driver should be compiled by WDK 7.1 and work for XP/Vista/7/8 and 64bit (I will take parts of the code and use it with my existing driver)
