All the work should be done in a version of Microsoft Visual C++ under WINDOWS.
This would ideally be split into separate sub-projects which we would like it to be handled by the same team of programmers / designers or 2 teams working close together.
Part 1. this project would be designed to be the core of a 3d space simulation game. It should define the libraries to use the latest DIRECTX and graphic cards enhancements. Should provide functions to draw ships and space background, rotation / movement and various other effects like weapons fire, planets/asteroids/stars etc.
Part 2. this part would deal with the designing of the ships and other space objects in a format that will be recognized by popular commercial software and easily integrated into Part 1.

Everything should be shown through the viewport which should be either the :
bridge of the current ship
a view from behind the current ship ( the current ship will also be shown )
the screen should contain :
backgrounds like stars or planets
other ships
various effects ( like weapons fire, explosions, shields and engine effects )
The project should offer to a 3rd party programmer a minimum of functions :
- define background ( stars of nebula, etc - image based )
- add/delete objects ( ships, stars, planets, asteroids )
- add effect to object
- change object speed / orientation / rotation momentum
- add messages/images ( custom drawing ) superposed on the viewport
- set screen window where the viewport will be shown
- callback notifications for various actions, like mouse, keyboard etc
Any freeware ( or reasonably priced ) 3d engine can be used.
Targeted platform is windows xp or above.
The artwork/3d objects design is the subject of the part 2 ( see description ) of this project.
The budget is also pretty much open within reasonable limits with the possibility for the bidder to continue development of the game based on these libraries.
