Cell Phone Ping - user location triangulation - GPS

Hi , similar project is already in post by another person also, I am looking for software PC based and mobile based (smart/old phones- Android, Symbian, blackberry) that will allow me to ping (hidden) a cell phone using the other cell phone number so as to determine the cell phone user's location. and receive back reply with six BTS cellID,MNC ,,,, to calculate likely location of the cell phone. so and it will allow me to read the location on a map like Google Maps. Few people will say that it is impossible .... i agree to somewhat little as hidden ping can check pulse only, not get data back. Such data is also difficult to get and oftenly engineering mode gives it/ new mobiles can give now normally. Further more GPS integrated mobiles can do more easily now a days. my priority is to get data through hidden ping , last priority goes for having physical access to phone once /load hidden application so that it can repond back to command /ping as per loaded application( give complete GPRMC string if GPS inbuilt or all six neighbouring CellID,signals,MNC...... with a formula to calculate likely location of mobile phones - coordinates of all cell ID -lattitude/longitude will be already held in our data base) I am looking for a turnkey experience and from someone who is experienced with cell phone pinging/ hidden applications to retrieve data through SMS and GPRS. It would be ideal if you can provide me with a working example of your work similar or exactly to what I am looking for prior to my provider selection. Software inteded use is to get location of mobile without the owners knowledge to locate him. priority one is remote access, Priority Two is access once to load hidden application) if hidden application is must to be loaded then add one more feature of receiving call from a prescribed number without ringing, put handset on in back ground without showing on LCD- one way communication to listen, listen incoming calls remotely also). If you have genuine knowledge of phone applications and capabilities . I can discuss all if, BUT so reach to a viable solution.
