With a limited understanding of your need based on description: Use ArcGIS to run the workflow for importing LAS to Multipoint then create a terrain dataset. Then use the Terrain to Raster tool in 3D Analyst.

I have been working with LAS data on Flood risk management project in Lithuania where we have collected and processed LiDAR data for ~3000km2 area. I will use LASTools command lines to convert your LAS files to ASCII files. I assume the LAS files have already been classified. I can provide data in the following format (x coordinate, y coordinate, z coordinate, c classification). The values can be separated by: - space 464983.79 6102231.13 54.24 5 - coma 464964.51,6102209.30,60.61,5 - semicolon 464999.96;6102058.53;58.59;2 - tab 464999.83 6102042.26 58.73 2 - colon 464999.83:6102042.26:58.73:2 - hyphen 464999.83-6102042.26-58.73-2 - semicolon 464999.83;6102042.26;58.73;2 I would suggest we use ftp for transfer of files.
