Hello, I am a software engineer with 6 years of experience. I do have MS in EE and have my own applications working without no problem. However, what you titled for your project is not really accurate . You do not just require the windows installer for your web application but also the windows desktop form of it which suppose to be a totally different application developed connected to your database and all. To sum up, you need someone who can develop desktop application of the current web app and create the installation file after. I can do it in the time you expect it to be done unless it is not a very big web site. Hope we can work together! Thank you!
