Windows File System Filter Driver and C# Example application of its use

I need a filter driver that can: - Callback when a file is Modifed in anyway (Overwrite,Write,Rename,Move,Delete) and ask if the action is allowed and give a true or false answer if it is or isn't. - Detect the processes that is trying to make these changes. - Detect File path of said file being modified. - Ability to turn off Write permissions to a whole folder / drive.
