We have a mxd file create by ArcGIS include layer for provice, district and comunity. We want to have a tool in c# can reading the file, then query spatial data to find out id of district, province, comunity for each given lat, long value.

We prefer to use [login to view URL] or any other opensource with high performance. Don't accept any solution to use Argis to do.
