Certificate Authority, IPSEC and Windows ISA Server

Immediate need is to setup CA and intall a Trusted SSL Certificate on one of our server. I am looking for someone to help me with setting up CA in our Windows 2003 server and have ISA 2006 Configured on the server machine. Currently we are using Windows IP Sec Policy, our plan is to migrate to Windows ISA Server for IP Sec. I need someone in longterm to work on partime basis, we have only 3 servers to manage. We are looking for help in IPSEC and basic NT Admin work.
