Our end users sign up and select the public or private school in the United States they work for. We have a database of schools (see file Master Legitimate Schools). Our end users have the option of creating a “custom” school in the event that they cannot find there school from our search tool. Many times the end user simply did not select the correct “Legitimate” school from our database. This project is to see if 1) these “custom” created schools should be merged with Legitimate versions in our database, 2) whether it is a school that need to be added to our database of Legitimate schools or 3) we cannot comprehend what school they were trying to enter. More detailed directions are located on the (Directions) tab of the (Custom School) List file.

Please share more details and access to view "Master Legitimate Schools" and "(Directions) tab of the (Custom School) List file". Please explain the requirements in context of the above. At present I am unable to understand the requirement. Once I am able to understand the requirement, I will be able to assess scope of work precisely. I will revise / confirm my bid accordingly.
