Delphi 2010 tool - connect to Joomla backend and \"click\" a link to trigger indexing of website

I have a Joomla 2.5 website which uses a customised search component. It is based on fulltext indexing the website. This indexing process is triggered by clicking some link in the backend. The data in the website will be uploaded automatically from a tool running on my local PC, i.e. there is no manual user interaction within the Joomla website backend. I would therefore like to automate the indexing. I need a small tool (Delphi 2010, .exe and source code) which connects to the website in intervals of "x" hours (to be specified in the parameters file or UI) and "clicks" the link, thereby triggering a fresh indexing of the website. The tool should also have a button "Start indexing" which allows the user to manually trigger the indexing process without having to log into the backend of the site. The websites use the RS Firewall component for additional security, so there are two layers of username/password checks. If you could design the tool in a way that it can process several websites in the same manner that would be preferred (i.e. we will specify the URL of the Joomla website backend, link URL and username/password login details). The website details can be specified in a parameters/ini file. Budget 80 USD.
