Arduino based, twitter / email generator

We would like to create a unit (Arduino based) that will do the following:

The final result would be, 50 clothes pins, with a unique ID, that can be clipped on a board and send a tweet or message through a linked smart phone, when changing positions.

Meaning:

Every day at a set time, the system will send a message (Email or tweet) with the current position of the clip (Say 1 for example)

During the day, if a pin is moved to another number (Moved from 1 to 2...) the system will send another message like so "Pin #34 was moved to area #2"

The PCBA will have a bluetooth or wifi capability, to connect to the internet through a wifi rounter or bluetooth link to a smartphone.

Deliverables would be:

Milestone 001 - Layout printout and gerber files of PCBA, that a PCBA manufacturer can produce and test. (Milestone would be released after the design is approved by our team)

Milestone 002 - Prototype PCBA built and populated (And shipped to us), ready to connect to an arduino PCBA, for us to test and confirm functionality. (Milestone would be released after the design is approved by our team)
