I can use Aegisub to make timecode and subtitled them. Native Chinese speaker with good English ability.

Hi, I am experienced in video translations. I am a longtime member in a fansub group for Japanese anime and can create time codes together with the translations. (Which is not necessary according to your description?) I would use the program aegisub and deliver the subtitle as srt file which is the most flexible one.
