Design in Flash- character animation

I am needing three 3-5 second animations of a chef woman. I have a couple examples from my previous animatorl. Here is what he began--and I like where he was going: [login to view URL] and [login to view URL] The character would need to be recreated. Unfortunately I would not have access to all of the elements other than the logo .psd file and a few video samples of what my guy already created. My animator was using AFX for these and works primarily in AFX but felt that he could not do this particular work based on what he normally animates and the time it would take to learn this particular thing. I was happy with the direction he was going with them. The look is great- simple pencil-drawn look. I asked if he could make the pencil drawn figures look as though they were “vibrating” or pulsating. (I can show an example) Aesthetically, it was what I was thinking. The first animation would go with the logo text title “Pastry Suite” and this character would appear after the logo came in. The other two animations would be used next to lower thirds titles that introduce slides that would come in with information on recipes and baking principles. (1. The chef woman pointing whisk in the air as if to indicate a point of information and 2. the chef throwing arms up in the air to say “hooray” used at end of lesson. This is for a series of educational pastry videos. My budget is listed above!
