Convert image (with text) to vector file

I want to design a t-shirt on spreadshirt.net. I have an image. This image is scanned and bad quality. Who can convert this in a vector (Adobe Illustrator) file? ### Vector Graphics - Requirements for the Printing: **In order to use plot printing , your vector graphic must follow a few [guidelines][1] (i.e., compliance of the minimum line thickness, fulfillment of the minimum font, at most three colours and no gradient.)? I need to know the name of the lettertype.
