I need a website designed and coded. CMS to be discussed. Users can choose one or more numbers from an active raffle. raffle ends and choose a randomly winner if all tickets are sold. Winner list at the site. Admin able to add/edit raffles that normal user can choose from and start a new raffle. (but not two identical raffles at the same time) Users can add funds through skrill (moneybookers) to their accounts. (IMPORTANT)
