Build a Website for blog post

I need a website designed and built that will allow users to create posts. The posts will be information about certain people/users that have contacted them online. I will give all the details to the person I hire. Here is a list of the information that users would make a post about: -user names/names and the ability to add multiple aliases if needed -pictures that the person who contacted them used -text/messages the user has been sent -the ability to post comments -the ability to add to or update the posts from other users The website will need search functionality based on: -user names, names, aliases -pictures -text/messages Would like to have the top active/visited or updated posts list. Would also like a page for users to post misc things. On the back end/admin portion I would need the ability to edit or remove posts. I believe its a pretty simple website but I would like something that is very easy and obvious to navigate but looks very polished need web design and language should be java or php and database will be mysql i need budget below 80USD
