Build a Website--002

I want to make a small website for a university kind of website but the lay out should be very user friendly. The Home Page is designed and I have the PNG (Please check the attached file). Kindly check the detailed features below as the budget and the time line is very tight because an the developer took money from me and stopped working on it, so that is why I can not take any risk at the moment. You can make the website in Core PHP as well. But I don't want worpress. Administrator Faculty Student (normal visitors) Registered Student # Role of Administrator: he can add/remove/edit information updated in the database. he'll recieve details from "Contact Us" page. he can add/remove faculties & students. he can view the activities of all the members of the site including the faculty (put this functionality if possible). # Roles of Faculty member: he should have seperate registration form for unique faculty account. he can also upload files like Pdf, Docs etc (except videos). can also update News. # Roles of Anonymous users: he can view all the website contents. can even download contents available. can read comments on forum page. # Roles of Registered Users: >>Apart from User Roles, additionally he - can upload all types of files (except video tutorials). These files when approved once by the admins/faculties can be updated on the website portal. can upload his profile pic which will be displayed as a 'thumbnail' following his comments on forums or any activity. # NOTE: every page should contain "Latest News" tab on Top with *MARQUEE* displaying News. # FACEBOOK button on header of each page.
