Build and host a website which can get traffic and earn $25 per day

I want a website, that named it "breaking news" , it should be working like www.allvoices.com. The website must be added into Google Adsense by an expert. I am looking for an expert, Google Ad sense website creator and who can create such an Ad sense site that must generate at least $25+ USD per day. Please note following points in mind to build the site and about Google Adsense:- (a) The visitors can see breaking news, according to the categories, on main page. The user can log on by using user name / password. He can post breaking news( text, pictures and videos etc) copied from different websites. (b) A user can also report fake or late breaking news or already published news, in this way, the owner of the post could be blocked or struck off from the list. (c) After loging in, any user may select the option of getting breaking news of specific category (ies) on his mobile phone. His mobile phone is to be added into the database, and requested breaking news should be sent on his cell phone, using any services of sending international sms. He must be charged for getting this service, the rate must be displayed in settings page, whole month subscription @ 25 USD, one week subscription @ 7USD and one day free trial is to be authorized to that user, who is using the site since 30 days. (d) (Part c again explained; If user wish to receive the breaking news in the form of text messages on his mobile. He could choose one or more categories, like politics, education, provincial, showbiz, media, military etc. If he chooses to receive the news on his mobile phone vis text messages, then mechanism is to be developed to send text messages, and to charge some amount in USD using well known money brokers( paypal , payza, webmoney, skrill, moneybrokers etc) or using credit/ debit cards.) (e) The users could earn money up to 5 USD by posting 1000 breaking news posts on the website. Sending and receiving the money using well known money brokers (credit card, debit card, paypal , payza, webmoney, skrill, moneybrokers etc ) is to be provided. (f) The website must have elegant and attractive design, light weight, and user friendly. (g) A user can search a specific category , personality or celebrity etc. It could support images and videos etc related to that personality. (h) The objectionable contents like porn, naked, hatred etc could be blocked and reported to admin accordingly. In this way, a concise and smallest policy/ terms and conditions is to be devised. (i) The users must click "agree" button before sign up. The news once read could be shared on social media like facebook etc. If the user wants to log on using facebook, google etc accounts, he should be granted access, using specific applications like facebook app etc. (j) These are minimum requirements, the best imagination in design and functionality will be a plus point. (k) Please bid if you have prior experience in such website, as 100% of the payment will only be released once this income has been proven for at least 60 days. (l) Traffic and ad clicks must be 100% within Adsense TERMS OF SERVICE. (m) - Write the SEO optimized content, fully configure and update the website as needed to continue generating money long term.
