Hello. I'm a medical student and in part time a professional web/app programmer. I have done several apps for android in java and phonegap. I'm very experienced in php/mysql javascript/jquery/css as well. My previous android works were about: geolocation, business management ( including scheduling ), background-data management, offline work, and general navigation elements. If you want to get a cross-platform app, for this price I can offer you a phonegap app, witch is a cross-platform production framework. Because of this it will be slightly slower than a native app. Or I can create an app for Android natively. I'm a professional c++ developer also, so if there is a heavy computational task, I can write it in c++ so the app/website will be more efficient.
