Build a Website

I require a website that will need the following functions:

- User profile (basic information; name, DOB, address etc.)

- Verification process upon signup, possibly SMS confirmation etc.

- Wallet system (where users deposit funds and withdraws upon request at a later date)

- Ad/listing system (where users can post an ad and other users can accept that ad)

- Communication method (where seller and person accepting ads can communicate)

- System functionality where I can manually withdraw the funds from a users account and transfer to another user(person accepting the ad for example), minus a small service fee.

Due to the confidentiality of this business the description may seem brief, so please give the best estimate you can and more information will be given to shortlisted candidates so you can adjust the cost accordingly.

This is a small business startup so someone who will be willing to do continuous work as the business hopefully grows, only apply.

I am looking to employ a brand and marketing expert also, so this role is primarily focused on the development side of things. With that in mind, please be aware that you may need to work with the brand/marketing person I employ to put the website together as they will be involved in the website design side of things.

I have not set a budget for this project as this is not my field of expertise, I am flexible and reasonable on pay and time frame but I will be choosing the final candidate based on experience and reasonable cost estimation. If your price is set way above the average of your country, experience etc., your proposal will be dismissed immediately. Ideally this will be completed ASAP but I am flexible with time frame if need be.
