Build a forum-based website

I’d like to build a forum-based website that will reside at www.wetheresidents.com. This forum will be about sharing news or announcements about upcoming events, festivities, etc; posting items for sale / donation / services offered or needed; a place for people to be heard, for people to build better communities by engaging in effective dialogue with town / city officials. The website will also have a Wish Box – for any to post their wishes – spiritual or material and for the rest of the community to respond with advice or with offers to help via direct help or donation. The goal is to grow and stay connected as a healthy, prosperous community throughout. My prerequisites are modest: 1. A secure website – the latest in spam, hack fighting / fake account creations defense implementation. I’ll trust your expertise and experience to recommend a safe and secure platform. 2. To be easily updated by me or my admin(s) – like a new ad to be added (for a local business), etc. 3. The website should be scalable – meaning the same interface for all of US States. 4. Like all forum-based sites we need an admin account (super user) and moderator(s) account(s) to check for posted content, locations of posts – to be able to move posts into proper categories, etc 5. Automatic registration / password resets for users via their valid email addresses 6. CAPTCHA system for eliminating spam and auto registrations – simple math problem is probably best 7. PM (private messaging) system for registered users 8. Please start to think where and how the local businesses should advertise – all based on the welcome screen that the potential registered person will see – for example: Mrs. Sharma goes to [login to view URL] to start a new thread to donate a few items. She is greeted by a beautiful front page, she then clicks on United States, then chooses California, then if her City or Township is not listed she chooses to post by zip code (thus adding a new township to the directory), she then posts her new thread which becomes visible to all states (if someone chose to browse or search the entire forum). While posting she would see one or two ads of a local to her business – be it a farmer’s market or a locally owned dental practice 9. Registered users should be able to search by zip code (either to post new threads or search for posted material), but if a particular zip code is not found then several nearby zip codes should be offered as an alternative. If nothing comes up “nearby” then the user is offered to create a new town(ship) or city based on the his / her zip code (that’s important!) 10. Use a spell checker to check for obvious typos and to check for inappropriate words (use your imagination) 11. That’s the most of it. I’ll update you with other little things as we go along.
