I need a website that work the same way as Paypal Claim system.
Where a user (user 1) can create a case, and attach files, these are then sent to the other party (user 2), which can responds back. then (user 1) can comment and (user 2) can comment.
Once that's done, the admin could then make a decision.
It should be set up such that:
