Clean-up a Logo - Use existing idea/files to create a better version

I have a crude digital image of my logo. The logo is already designed. I need someone to make a better version of it. I will supply the design and files, which are already created. I do not need creation, I need someone to create a better looking version.
*The snakes are messy, and needs cleaned up, so it looks smooth.
*The wings of the jet could have more detail, maybe with a gray color, noticeable sections, with rivets.
*I would like a vector image (.tiff?).
*I would like a raster image (Photoshop layers).
*I would like the image with purple snake and yellow ball and some gray for the wings.
*Black outlines on sceptor and wings would be fine.
*I would like layers, with a transparent background (layers with the white background separate, on the bottom).
*I would like the image to be large enough for a sign 1.5 meters by 1.5 meters, which means a vector file
*The outlines of the snake, sceptor, and wings should be strong enough to be put on a business card.
*I would like the snake, the wings, the wing color, and the sceptor (wand with ball on top) on different layers (four layers).
*I've included some jet wings to look at for reference.
The proportions can stay the same.
This should be enough detail, but feel free to ask questions.
