Develop a Proposal: Geographic Information System (GIS) Platform

For this task we want you to write a proposal and solution design for a GIS web project that we are working on. We will ask (and pay) 2 to 4 freelancers to complete this task. We will then review the proposal documents, carry out interviews and then choose the best candidate to develop the full project for us. Details of the website we want to build and instruction for the task are attached. In summary you will be required to develop a full stack Geographic Information System (GIS) platform in phase 1. In later project phases you will add further functionality. The scope will include setup of the infrastructure and may include support activities after the project is implemented. *** Remember that for this task we want you to write a proposal and solution design document only - you are bidding to write this proposal not to develop the website. We are posting this as a separate task because we want people to take the time to put together a comprehensive design and proposal document that we can review. Please note that you will need to demonstrate the following: - Excellent English communication skills - Experience in full stack GIS platform development - Willingness to challenge our requirements and propose the best overall solution
