As per our understanding we need to do : - Create an admin panel where admin can create users and provide an email address and password to that user. These credentials will be emails to that user. - In the front end of the website there will be a link on which there is a form which will only appear when the user logs in with the provided credentials. Please let me know if the above understanding is correct? Looking forward to your response.

It would be best if i could see the site and check right now what is that made with ..
