This is pretty straightforward. 1. I'd suggest using Java as your language. Making use of the Spring framework which has many of the features you'd require built in, allowing for rapid development time and fully tested functionality. It can also be integrated easily with mongodb which is excellent for querying geospatial data. 2. It's difficult to say, there is simply not enough information within the description to make an informative choice on which mapping API would be best suited. But i'm sure Google, Bing or OpenStreetMaps would be more than flexible enough. Thanks

I'm software engineer base in Paris, with 5 years working with the JVM environment, and currently working on high distributed system using Scala/Java, Akka & Spark. So for the project, as you requested, i'll choose Scala with Google Map API, in order to build your project ASAP :) And for the Non-sql databse, i'll let you decide which one we're gonna use (Cassandra, Hbase or Mongo ) I believe perfectly i can do this job in less than 1 day, because this kind of task it's my daily job (the fulltime one).
