Container Arrangements in Yard/Terminal - open to bidding -- 5

Looking for a small software to arrange and display the empty containers in the Container Terminal. The software must comprise of few forms(used for data entry with little fields), 3D Views (to view the empty slots in the Yard, and to see the container information of specifically clicked container from the grid) Also I need this software to be implemented on the handheld devices(Android/IOS) so that the checker (who inspects the Container on arrival), assigns a specific location for that container and he can update container's details using the handheld device. Task in Details: A yard is approximately 3000 SQ Feet open area dsignated to store containers. Containers are only of two sizes, they are 20 Feet and 40 Feet. But the type of container varies, like Dry, Reefer, High Cube, Tank, Flat Racks, etc Containers are owned by shipping lines like Maersk, UASC, COSCO, MSC, MOL etc etc. We are the company that stores their containers in our Yard until these lines asks us to either give that container to some local shipper (who wants to stuff his goods and export) or shuttle(transport) to the vessel(Ship). Presently we have windows based software(in .NET and Sql Server) to record all these operations. Operations like Gatein of container, Manifesting(recording) the container numbers that needs to be shipped to Ships, also to record the Gateout operations of these containers. But the problem we are facing is that, when we have thousands of containers in the Yard, we are unable to find out the exact location of where a specific. One of the checker must walk/drive to check each individual container under the stacks. we need: 1. Gatein Form Here when the container arrives our Yard, one person would enter the container number, its size, and its shipping line and he must have a grid (2D or 3D or any of your idea) kind of tool, where he will simply press the location where this container must be stored. Remember, a yard is divided into Bays. Bays are divided into Rows and COlumns. Maximum of 8 containers can be piled one above the other. The level of these containers are called Tiers. So if i say B1R23C16.3 this means Bay 1, Row 23 Column 16 and it is lying over other 2 containers from the ground level Now when the container arrives our yard, the checker(one who inspects the container), would nominate a location for the unit by simply clicking of the empty slots that are displayed to him on the hand held device. So as per the location assigned, the driver will drive his truck to that specific location. And the Heavy Equipment operator would be notified in his screen(form) that XYZ container, LMN Truck, ABCD Location. When the truck arrives near the Heavy Equipment, the operator would confirm the truck number and container number and as per the instructions in his screen(location number), he will Offload the container to that location and he will confirm in his device that the container is offloaded. So, the front office should also have a screen, where he can see the complete Yard layout with containers(highlited with different colors depending upon each shipping lines). All those above mentioned are for Gatein of the container process.... 2. Gateout 1. Gateout to Vessel(ship): Now, the shipping lines decides which containers they want to send to the ship. They will provide a list of container to our front office asking them that on 1st Of April, XYZ Ship arrives the Port, So shuttle 65 units of 40 Feet Dry containers and 150 units of 20 Reefer COntainers. So, depending upon the manifest, we must create a manifest in our software (exists in our system), but the problem we are facing is to identify these containers which the truck comes to pick these units.
