Name: FileSystemMonitorService

Functionality:

- monitoring directories with different threads

- if a new file arrives

- determining if file is closed (short delay 5 seconds after last write)

- reading data out of this file (.json obects)

- sending data into a RabbitMQ Queue

OSGi Capabilities should be used

- Logging

- Posting a new FIlePath to process via a Q! Command

- Configuration Properties (Queue Name, Source Directories, ..) should be maintained by OSGi

- Warning message if the free space in a source directory is less than 100MB
