Adjust html-css-ssi web pages to be compatible in all browsers +htaccess repair.

(I have already chosen a GAF freelancer for this project.) I have just completed the basic design of a static html web site that uses tables, javascript, CSS and SSI. I designed it with Homesite and Iexplore7, and I do not have time to tweak and bug test the design to look good in all browsers. I need somebody to do that for me so I can get on with writing the content. The template includes a basic main page design, plus variations of that design mostly for subfolders and a very simple version for custom 404 error pages. Altogether, seven html pages that are similar to each other, intended for different folders, plus their associated CSS and SSI files, need to be bug tested with different browsers, different monitor resolutions, and their code adjusted to look the same in all browsers as it does for Iexplore7. Preserve the comment tags and white spaces within the code that indicate where content is supposed to be inserted, as homesite code view will be used for adding content, not WYSIWYG. The javascript is minimal, just a few pop up windows in some page versions. The pop ups need bug testing too. To be clear: I am not asking for a site to be designed or content added. I am asking for an existing new design to have its code bug tested and adjusted to look the same in all browsers. I do not want the appearance of the design to change and it must resize well when the browser window is resized. I will upload the templates and all associated jpgs, CSS, SSI to a location to be downloaded by FTP and the finished work can be uploaded there. Additionally: I have about a dozen(?) htaccess files for various sites that are causing site crashes and cpanel errors because the code in the files is outdated. I need the pages rewritten to bring the code up to date while preserving the current htaccess functions, plus improved with an eye to security- keeping out the spam harvester bots, etc. Some of the code for the security updates will be provided. The htaccess files will be provided, (renamed) and a readme of the urls they belong to.
