Convert current portal design into a mobile view (JQuery.mobile) preferable)

We have a custom SharePoint design that we want to have squeezed down into a mobile view. You would not need to know SharePoint for this, merely that the content of specified div's would be generated by SharePoint. We would provide the successful freelancer with a copy of the master page that you will be referencing from (but note that any changes to this file would not be adopted unless they go through us for approval), you would need t build a script that detects the device and if it is a mobile switches the css file and links in with [login to view URL] to render a mobile friendly view. I have attached a screen shot showing the layout and an additional image of the breakdown of items we would want seen in the mobile view. I have also included a photo of the drawing/concept stuff we have done to give you an idea of what we are aiming for. Please feel free to ask questions. D
