Convert hand drafted water/sewer plans to digital

I have hand drawn plumbing, gas and sewer plans that I need convert to a digital format for plan review submital (preferrably in black and white). I also need digital tables converted and add to the plan sheets, as well as some additional details from plan check comments included. It would be ideal to have a sheet for Gas, a sheet for sewer, a sheet for water. I can provide blank .pdf files with the building structure. I might be able to get cad files but don't have those immediately available. Lastly, I'll want you to be able to include one set of revisions after these are submit to the city for plan review. So if they come back with any additional comments, you would make those changes so I could resubmit. Scale is 1/4inch and print size is 24inches by 36 inches. I've attached .jpg files of the hand drawn plans, a .pdf of the digital docs that will need to be incorporated, a text file with the plancheck comments that we will need to ensure are built into the digital drawings, and a 2 blank .pdf sheets with just the building outline.
