Wanting to commission the creation of an android mobile game, ideally to a team (2+) of android-familiar developers that are capable of producing the game to run on a majority of android-platform phones, and will be able to provide on-going support for updates such as increased compatibility, additional content, etc. A deeper-than-average understanding of how airlines function would be a tremendous asset, but I am confident I can explain enough to make this game to a reasonable person.
Game will be primarily menu-driven, and definitely turn-based. Game background is Airline Management and I will provide all information start-to-finish on aircraft types, capacities, sample images, etc as well as detailed gameplay descriptions (and all the numbers) for your coder(s) and artist(s).
Single-Player only to start, against computer-controlled opponents.
Overview -
Player starts the game as an upstart airline CEO with a fixed amount of cash, and proceeds to buying aircraft and setting up their initial routes from a headquarters in a major city to other cities, which the planes then move passengers between. Player can control a variety of factors on each route, including ticket pricing, availability of meals/airplane features, class configuration, etc.
Player controls many factors of their airline as they expand, including factors like maintenance funding, pilot/crew pay, fuel hedging, country of incorporation, advertising, buying business properties that can supplement passenger demand, etc. For example, if the maintenance funding slider to set too low, the occurrence of accidents increases, which in turn lowers overall demand for your airline.
Game is played in quarter-length turns (3 months) where costs are incurred and profit gained to be spent, and goals are set for 10-50 year periods. Initial play-period for this bid will be from 1980-2020, and will have 4 levels of difficulty (easy - impossible)
AI -
Player is playing against 1-4 computer-controlled opponents who start off the same as the player, with the only differences being starting city and competency of play. I would like the AI to operate with a strategy determined by difficulty level, and whether or not to perform certain actions determined by dice roll.
Versions -
Ad-supported free version will have fullscreen ads pop up every couple of game turns.
Paid version will be ad-free.

Lastly, the inspiration for this game comes from an old KOEI game called Aerobiz Supersonic. Please familiarize yourself with that title (ie play a few games) before submitting a bid - you can find an emulator and the rom on google without too much effort. It will make the scope and needs of this project crystal-clear as this project is more or less a port-and-update.
