Develop simple HTML5 Interactive Android Application

I would like to have an Android application to be developed and packaged ready to submit to Google Play. This android application will be simple Flash Cards for Indonesian Sign language. I have Flash version app for Android but I realised Flash is not the best interactivity tool as older Android mobile devices generally does not support it very well, hence I would like an Android application to be developed in either HTML5 (or JQuery if it is possible) that can act as standalone native app without connecting to internet. I have most of artwork files ready (screen interface) and the development method can be based on frames (similar to Flash's simple but effective goToAndPlay method) but needs to include new menu for option to save as an image and quit the application. As I am not a business owner or sole trader (I am just a regular graphic designer), I would be selective when it comes to bid and budgets as it will be restrictive and limited, provided that I have artwork files ready and the simple instructions for the potential freelancer to understand the requirements and able to provide the draft working HTML5 native app in web server for me to test out. Artwork files will be provided via private messages upon selection of suitable freelancer.
