Android/iPhone App to complement website

We are looking to create an iPhone/App app to complement our website, a medical social engine. Background: We have a robust API written in php from previous development projects in place. Unregistered users can create a search as a Test Drive. Users can be Lite or Pro with different privileges. Users create searches which are run daily (like a Google alert). Pro users can select one or more result(s) to be transferred to Folders - filed away - with the ability to comment on the result. Pro users can follow other's searches and folders, create Groups, etc. Social engine stuff. When a search or folder is changed, the followers are notified. Currently the results are available on the web, via RSS and delivered by e-mail. Objective: We wish to add mobile platform access at least to create searches (for registered and non-registered), login users to view and create their alerts, view and create folders, forward interesting results to a friend, add comments to a result/thread and search through their current holdings for key words. The users database should be replicated locally on the device to allow access to this data when offline/out of range. Requirements: Honest hard working developer(s). We will agree to clear payment milestones with financially-based time guarantees. At completion of the project the Apps will be ready for submission and all code must be provided to allow for updates by others if we do not hire you for ongoing maintenance. The code must not contain embedded Copyright claims - we will retain ownership of this IP and copyrights. We give bonuses for high quality work done on time. Please bid or PMB me for additional info.
