Bluetooth LE Class

I would like to write a class (ios and android) that will communicate with iBeacon from a certain company and will provide with this methods: 1) Scan all Bluetooth LE Devices in Region - Return array of devices and UUID information 2) Communicate with Specific UUID Device and Enable alert on device (LED and Buzzer). 3) Read Current Ibeacon Information using password and return UUID,Major,Minor 4) Write new UUID,Major,Minor using password and return status (ok,fail). method should be able to change one or all parameters. Samples of ibeacons will be provided to programmer for testing purposes
