I will do this in the following way: Build the UI using jQuery Mobile (It will be easier to make into an app) Add back end functionality using PHP + MySQL with SQLite option depending on Security required (you said security was not top priority). Hello, My name is Georgi Antonov and I am a Web Developer at a small IT company based in Sofia, Bulgaria. We are new to Freelancer and we wanted to start off with a smart and interesting project. We have a skilled team of professionals that can cover all the items described and I would be thrilled to have the opportunity to work with you. On the topic of the project, a couple of things came to my mind while examining your specifications document. We can use CodeIgniter as a backend PHP framework. For the front-end we have a choice between jQuery or AngularJS javascript frameworks. We would recommend AngularJS for its better scalability, as this is more of a prototype project, as you've mentioned in your document and we are building the skeleton of a bigger project. You should be aware that the Facebook/G+ logins functionality, as well as the implementation of device notifications, will all require the use of PhoneGap plugins. We've based our milestones on the presumption that we would be working with Angular, but the jQuery-based milestones wouldn't be much different.
