If you are interested, you must be able to use the illustrations, apply voices, sound effects, and design a meaningful experience. You may have to create a few additional illustrations to fill in gaps for a more meaningful experience.
I have a full script that describes the experience in detail.
Looking for an extremely polished product, that must be usable offline, prefer HTML5, and usable on a variety of tablets.

We must state that we admire the inspiration behind the app. However I will have to state to build a meaningful at that price point might be a little difficulty. However I will search our credited developers to see if we can find a developer to meet your needs. A suggestion might be to make the app on the unity platform.
