Custom Web Site Development

I need a really funky site that grabs attention. This is extremely important! It must be fast loading and pretty light. I need the ability to create customers, and have a repository of images stored for them. There will be images, small and large, and also video. I need the ability in the admin section to upload these videos and images. I need the abilty to set download limits on these images, so a customer can only print them the amount of times I've set in the limit. I'd also like to be able to upload details of property for rent/sale, including images/video. These will be hosted on the site, but can be displayed on the customers site by some kind of link (I was thinking some sort of web service?). I also want a limit on this, so that I can set the time period in which the customer can display these properties/images on their site. For the customer, I'd like a section where they can see their properties, the images/vidoe linked to those properties and how many times they've been printed/downloaded. So reporting for billing purposes. I'd also like for them to be able to see how many views on properties that they may have on the site. Images can be valid for a month or maybe even upto 6, depends on for how long the customer pays, and then moved off the server onto a backup, so this functionality will also need to be created. It doesn't matter if its windows/linux/whatever. Joomla will also work, but my biggest focus points are speed and wow factor. I want the site to grab attention, especially to high profile individuals. Thanks for looking!
