I need someone to convert a VB function (no complexe or non-VBScript thingy used) to use it as DLL in public web-site & write simple ASP demo

Deliverables/Task description :
You should be able to convert a VB function (actually 2, 1 big and 1 small) into a DLL (for use with ASP). Points to note in this function :
1. It use NO VB-specific functions (so it's pretty strait forward, just implement it as a DLL and write the demo !)
2. It heavily rely on GetSetting() function (which is NOT directly supported). There is an article on MSDN dealing with this (even a GetSettingX() function to eventually replace the standard GetSetting() one).
The function is a CSS (cascading style sheets) validator. You should do the following :
1. As already said, convert this function to DLL for use in ASP (the "easy" part).
2. Write an ASP demo in which a user can run the CSS validator using direct input and/or uploading style sheets document. The UI should be similar to W3C's online CSS validator. There are a few options which should be exposed to visitor/user (i.e. as checkboxes and/or listbox)
3. The ASP demo may optionally use cookies to store user settings.
You will have access to our web-site (windows hosting) for your testing/debugging purposes (if required). Demo should work fine on our web-site.
Other requirements :
1) Complete and fully-functional working program(s) in executable form (DLL and ASP demo) as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Complete ownership and distribution copyrights to all work purchased.
4) Follow-up, I need someone who keeps contact with me.
Availability : 10 days maximum (extendable if really needed)
Documentation : clear comments should be OK. No separate documentation is required (however, highly appreciated)
Price : 100 $
Source code (VB function to convert) to will be provided if accept the bid.
