craigslist refresher program

This program is a refresher program. To be used on craigslist. I am looking to buy a product. when someone lists the product I want to be notified with a pop up. I need these features. 1- I need the software to work with as many cities as possible 100+ is best 2- I need the sw to let me know when there is a new item posted. Refresh every 30 seconds 3- I need it to block Keywords from the first line. Because they are not what I want, they are ads actually. 4- there are keywords in the body of text i want to ignore those ads to 5- if you could set it up on a platform that my staff would need to enter a password to use it that would be great. 6- #5 is optional, let's get the program working right first/ I am in New York City It needs more filtering then the other 100 cities. maybe e there should be a seperate program for NYC Also, I cannot leave a milestone. Because you might get 80% finished and not be able to complete. I have great feedback and i am sure you can put a time limit on any program you send me.
