Anti-Virus Stub

I need software which reports itself to Windows Security Center as anti-virus software that is currently running and has the latest anti-virus definitions, but which, in fact, does nothing at all. That is, the software shouldn't scan files or anything else for viruses. The attached screenshot shows Windows Security Center when virus protection is not found. With your software installed, Windows Security Center should instead show the green "ON" button next to virus protection.

Installer and uninstaller required.

There doesn't necessarily have to be a GUI, but there should be a way to turn the software on/off even if it means just killing/starting a process. If you prefer to write a GUI for that, that's fine.

I need the full source code as well as 32-bit binaries. 64-bit support isn't required. If you do this successfully, I'll hire you to do the same for firewall software (writing a firewall stub that actually does nothing except make Windows Security Center think firewall software is installed and running).
