Database with various subcategories that is searchable

I need the following: A database with the option to place various subcategories, that is searchable. For an example of what I am talking about, please visit classifiedsforfree.com. I need the database to be set up for all 50 states with the option to add cities to those states as I go. (however, the database will not have to post automatically, The user will send a form to me, and I will post it myself) This needs to have a simple webbased admin fuction where I can control and post new ads and cities and delete old ones. No design is needed, I can complete this myself. All I need is either: the exact code to place within my site for search or I can send you the layout and you can paste it in there for me. My site is currently coded in PHP. The successful bidder with be based on a number of different reasons. 1)We have an extremely small budget and price is the number 1 consideration. 2)bidder will either provide examples of previous works, sucessful RAC job completed in the past, or similar works. and 3) The time in which it takes to complete this project.
