Build a Website: Residential Property Management

I am an IT person for a residential property management company. I need to develop a website for the company that will have a database backend support.
This might be a long term opportunity for the right person / team.
We will start small:
1. First I will need a very basic page with contact information, twitter, facebook symbols.
2. I will need a page where potential tenants will be able to submit an application that will be automatically emailed to a certain email address.
3. Add blogging engine to the site
What you will need to do is
a. Design common feel for the site - since your design will be used for other pages going forward.
b. Suggest back end (do we need to use drupal or anything of that nature?)
c. Suggest blogging backend (wordpress perhaps?)
d. Design script for application submittal
e. Cross test this site on all platforms: Internet Explorer 8 and up, Google Chrome, Mozilla Firefox and Safari
Your skills will be measured on quality of design, your ability to code and your ability to communicate and be accessible at the hours convenient to me.
We are using Yardi Voyager software for our business and if you are familiar with it, it will be greatest plus and most likely will bring this project to you, since later on we want to integrate this website with Yardi Voyager.
