Design Multilingual wordpress website

I need a website designed for an auctioneer. The website must have a welcome screen where people are welcomed and can choose between two languages. From there it will need multiple tabs in both languages that'll mostly be static pages. The next will be a light background that I will supply, but which should also be easily changeable. Please submit sites that you've done similar to this in your proposal. I attach an Excel document with the navigation and what websites you can look at and which might give you an indication of what I'm looking for, the company's logo and corporate ID and a background to start.
