Developer / Good Coder needed to redesign a site - repost

I am looking for a developer, someone able to understand a project. Someone who is able to read a full project correctly, understand it and perform it. The person, have to be able to code, to be able to complete a task based on the requirement. You do not need to write to say you can do it or you are a developer but you have to prove that you can do it. Any payment / any milestone will be paid prior to completion. They will be only one payment / milestone and that will be done after completion of the project. As I have been fooled many times, I cannot risk to do that Again. Here i what the last developer said "the fact is you will not understand that i am not enough good coder for this" and that is after he receive the payment, so based on that, I do not trust any one. If you cannot comply with my rules, please do not BID. If you BID it Means that you agree on my rules and not on your rules. At least you can build it like the current site. You can use what ever theme you want as long as you provide the same design or at least the same design as the current. Do not suggest me to build something else than what is requested. You will have to provide a demo for scrunity. Only BID provided with demo will be considered. GOOD Luck
